New EIS Nugget

Harra (UCL/MSSL). This month we look at measuring the coronal magnetic

SPD Public Policy Updates
SPD Public Policy Committee

This is the May installment in the semi-regular update of public policy issues
affecting our field. The intent is to keep SPD members aware of key policy
actions and decisions that can impact their research, and to help elicit
and coordinate responses to the relevant policy makers in Washington, DC.
SPD Public Policy Committee members visit Congress
On May 3, 2013, AAS Director for Public Policy Joel Parriot and AAS/SPD Public
Policy and Advocacy Committee Members Carrie Black and Rebekah Evans visited
several congressional representatives in Washington, DC. The purpose of
the visit was to inform congressional offices of the President’s Budget
for NASA Heliophysics and how it could affect the plans set forth in the
Solar and Space Physics Decadal Survey.
Of specific concern were the implications to the DRIVE initiative, which
is the organizing theme of the Decadal Survey recommendations. The President
’s Budget does not allow for growth of the Heliophysics Explorer program
(“D”), a key requirement for solar physics mission development given that
there are no flagship solar missions in the Decadal Survey. Additionally,
what is labeled as the Research and Analysis budget (130 million) contains
many items that are not support for research (“R”). Finally, the budget
zeros out education and public outreach (EPO) funding from missions (“E”),
which comprise only about 1% of mission budgets but have been among the
most productive and successful EPO programs in any agency. The AAS released
an official statement on the President's proposed FY 2014 budget
in late April.
Additional topics of concern for the Solar and Space Physics community include
the effort in the House to dissolve the NSF peer review process in favor
of Congressional direction of science and the centralization of EPO programs
across the federal government.
Regarding congressional contacts and visits, it is often difficult to get
a hearing with a member of congress or their staff if you are not one of
their constituents. One of the keys to successful advocacy is to contact
representatives who chair key committees in the House or Senate. We are
therefore seeking volunteer SPD members from the following states and districts
that are willing to make an effort to visit their representatives who chair
one of the key committees:
* Texas, district 21 (Austin & San Antonio), represented by Lamar
Smith (R-TX), House Science Space and Technology Committee Chair.
* Mississippi, district 4 (Gulfport, Biloxi, Hattiesburg), represented
by Steven Palazzo (R-MS), Chairman of the Space subcommittee of the House
Science Space and Technology Committee.
* Kentucky, district 5 (Eastern Kentucky), represented by Harold
Rogers (R-KY), House Appropriations Committee Chair.
* West Virginia, represented by Senator Jay Rockefeller (D-WV),
Senate Commerce, Science, and Transportation Committee Chair.
* Maryland, represented by Senator Barabara Milkulski (D-MD), Senate
Appropriations Committee Chair
If you live in one of the states and/or districts listed above and are willing
to help, please contact Tom Berger (tberger@nso.edu) and the SPD Public
Policy committee will help you arrange visits to your representatives if/
when you travel to Washington DC.
Finally, we encourage anyone interested in learning more about science advocacy
to attend the SPD business meeting on Sunday July 7 at 3pm at the upcoming
AAS/SPD meeting in Bozeman, Montana, where the Public Policy committee will
give a briefing.

1. Sunanda and Santimay Basu Early Career Award (New Deadline: May 25, 2013

Established in 2008, the Sunanda and Santimay Basu Award in Sun Earth
Systems Science is presented annually to honor an individual young scientist
from a developing nation for making outstanding contributions to research
in
Sun-Earth Systems Science that further the understanding of both plasma
physical processes and their applications for the benefit of society. The
award is open to scientists who received their Ph.D. degree after 15 May
2006 and currently live and work in developing nations. Consideration is
to
be given to candidates who have overcome obstacles in attaining their
research objectives.
The awardee will receive three years' membership in AGU; an award
certificate; one complimentary ticket for the SPA section dinner; meeting
registration, air travel, and living expenses (i.e., air travel and hotel
room) will be provided to attend the Fall Meeting during the award
presentation year; the opportunity to deliver an invited paper on the
dissertation topic in an appropriate SPA session at the AGU Fall Meeting;
and an Eos announcement.
Nominations should be prepared by an AGU member or other geoscientist who
is
knowledgeable of the candidate's qualifications. Nominations should include
:
- Nominator's name and title, address, and contact numbers;
- Nominee's name and title, institutional affiliation, and address;
- A statement - not to exceed two pages - of the action(s) or achievement
(s)
for which the candidate is nominated;
- Two (2) letters of support from AGU members or from other recognized
geoscientists belonging to institutions other than that of the nominee; and
- The nominee's curriculum vitae (not to exceed 3 pages).

At the recent general assembly of the EGU several sessions were addressing
solar variability, its impact on the Earth's climate and coupling mechanisms
in the terrestrial atmosphere. We invite conference participants, but also
scientists who did not attend the EGU, to submit their work for publication
in a special issue on these topics in the Journal of Space Weather and Space
Climate (SWSC). SWSC is a peer-reviewed and open-access journal that was
created two years ago by our community, see

Each paper will go through a regular blind review process. Declarations of
intent, with preliminary title & list of authors, should be sent before
31 May 2013 to Thierry Dudok de Wit (ddwit@cnrs-orleans.fr). Your final manuscript
should be submitted directly to the journal before 15 September 2013.

Research Associate Position in Solar Physics at the BBSO/NJIT

Applications are invited for a full-time position to work at the Big Bear
Solar Observatory operated by the New Jersey Institute of Technology (http
://bbso.njit.edu). The successful candidate will participate in observational
and data analysis projects at the 1.6m New Solar Telescope, and focus on
analysis and interpretation of high-resolution spectro-polarimetric observations
of the solar atmosphere. Candidates are required to have completed a Ph.
D. in Physics, Solar Physics, Astrophysics or related discipline.
Experience in solar physics, MHD, and data analysis techniques is required.
The position is initially for one year, but may be renewed for up to two
years contingent upon performance and funding.
Applicants should send by email a current curriculum vitae and list of publications,
statement of research interests, and the names of three references to Ms.
Christine Oertel (Oertel@adm.njit.edu) before June 1, 2013. The anticipated

We are pleased to announce the plenary session "Solar Flare Prediction:
Progress and Challenges" at this year's European Space Weather Week
(ESWW10) taking place over 18-22 November 2013 in Antwerp, Belgium
(http://www.stce.be/esww10/sessions/flareprediction.php).
The "Solar Flare Prediction" plenary aims to critically review, discuss
and highlight the most innovative aspects of existing flare prediction
techniques. Our objective is to clearly outline the current state-of-
the-art and to identify and promote possible research avenues that may
lead to future breakthroughs. While flare prediction will form the core
of this session, presentations about CME- and SEP-prediction will also
be accommodated in the understanding that they promote the connection
of these phenomena to flares.
Confirmed invited speakers currently includes Dr. KD Leka of CoRA/NWRA,
Co-Chair of several recent NASA-funded flare forecasting workshops.
